Best short India break from Dubai?

Four to five days works well for Goa, Kerala's backwaters, Jaipur or Rishikesh. Flights are 3–4 hours, so you lose almost no time in transit.

Does my UAE residency affect my Indian visa?

No. Indian visa rules follow your passport nationality; residency only affects where you can apply from. Check the official e-Visa portal for your nationality.
